Abdullahi Khalif is an Advocate of the High Court of Kenya, an accredited mediator, and the Managing Partner of A.A. Khalif Advocates LLP. He leads the firm’s corporate advisory and strategic litigation practice, advising institutions and corporate clients, and on high-value transactions, regulatory matters, and complex commercial disputes. His areas of practice spans corporate and commercial law, conveyancing, secured lending, mergers and acquisitions, private equity and venture capital structuring and financial law regulation with a practice orientation toward large-value transactions and high-stakes dispute resolution.

Public Service

Khalif serves as a Board Member of the Equalization Fund Advisory Board, representing the National Assembly of Kenya in that capacity. The Equalization Fund, established under Article 204 of the Constitution of Kenya, 2010, is a dedicated constitutional mechanism designed to bring basic services including roads, water, health facilities, and electricity to marginalized areas that have historically been left behind in national development.

In this capacity, Abdullahi advises the Cabinet Secretary for the National Treasury on the equitable identification, prioritization, and distribution of the Equalization Fund across qualifying marginalized areas. This advisory role involves legal and policy analysis of revenue allocation frameworks, constitutional compliance, and inter-governmental fiscal relations, ensuring that Fund disbursements are anchored in constitutional equity and produce measurable development outcomes for underserved communities.

Khalif holds a Bachelor of Laws (LLB) and a Bachelor of Economics (BEcon) from the University of Nairobi, and a Master of Laws (LLM) in International Finance and Law Regulation.
